During the COVID-19 Public Health Emergency (PHE), Medicaid disenrollment or member “churn” was paused in every state in exchange for enhanced federal funding. However, on December 29, 2022 The Consolidated Appropriations Act was signed into law, which called for the end of continuous coverage as of March 31, 2023. As states have resumed Medicaid disenrollment, approximately 13+ million people have lost their Medicaid coverage.
